How to Effectively Kill Stubborn Tree Stumps?

I've recently cut down some trees and ground the stumps near my house, but now they're sprouting back with a vengeance. Some of them are even getting pretty tall. I'm looking for the most effective solution to completely kill these stumps without having to constantly reapply anything. What products do you recommend that will definitely get the job done?

I recommend using Crossbow, which is a mix of triclopyr and 2,4-D in kerosene. Just paint it on full strength directly onto the stump. The only downside is that it will leave a diesel smell in your yard for about a week, but it definitely works to keep the stumps from coming back!

Do you need to drill holes in the stump for this? I tried a different method on a privet stump last fall and it's still thriving.
