I replaced my 1970s garage's fiberboard siding with sheathing and vinyl siding about ten years ago. However, there's a 3" strip at the top of the sidewalls that I haven't figured out how to finish. It sits well under the eaves, so I don't need to worry about water shedding. I'm looking for suggestions on what to do with this uncovered strip!

You have a couple of options here. One is to carry the siding up between the rafters, which would involve using J-channel around the edges and installing an undersill trim at the top. You'd need to shape the panels to fit.
Another way would be to install the undersill trim along the base of the rafters. Just keep in mind that this could leave the upper part unfinished and might let rain in during sideways storms. Whatever you choose, make sure the undersill allows for about 1.5" of panel to work. If the final piece is too narrow, you could consider gluing it to the last full panel with clear silicone caulk to prevent any issues.

Thanks for the info! Carrying the siding up sounds like a lot of work, and I’m leaning towards the undersill trim. My garage has stayed dry even in bad storms, so I think I’ll go with that.
I've had some problems with a similar strip on my house deformed badly; I had to use screws and caulk to fix it. I’m worried that the cheaper siding on the garage won’t hold up as well, though. Have you ever tried making a custom finishing strip with coil stock?
