I glued up some parts for my first project, and now the base has developed a bow, kind of like a rocking horse. It was straight before the glue-up, but now it's slightly bent and driving me crazy! I only have a dovetail saw, sandpaper, and filler. I'm instinctively thinking of just sanding down the middle where the bow is. But before I mess this up, I'd love to know if there are any better suggestions. I don't have any power tools yet, so if there's something I should consider buying, I'm starting to look into chisels and planes but want to avoid overspending without knowing if I'll really need them. Any advice?

I’d suggest using a hand plane. It’s a great tool for leveling out the bow and can be very effective! When you're looking for one, a low-angle block plane is a good option for beginners because it handles various tasks well. Just ensure you learn to sharpen it properly for the best results!
