How to Fix a Cloudy Finish After Polyurethane?

I recently applied a water-based polyurethane, but I noticed some small bumps on the final coat, likely from dust. After sanding it down with 3000 grit sandpaper, the bumps are gone, but now there's a white shine to the finish. Is there a way to fix this cloudiness, or should I just apply another coat?
