How to Fix a Failing Garage Floor Resurfacer?

I've been dealing with a frustrating issue regarding my garage floor. A few years back, I tried to refinish it using a concrete resurfacer similar to a self-leveler, but it's now coming up as a fine powder. I'm looking for advice on how to fix this mess. Do I need to completely grind it down to the base aggregate, or is there a way to seal it and put a new surface on top? Just to clarify, I'm not looking for an epoxy coating. My garage is unheated, attached to the house but without a door connecting them, and it's too small for parking a car. Ultimately, I just want to stop this powdering from happening.

Consider using Deco-Crete D1, a siloxane-based concrete sealer that’s great for waterproofing and helps keep concrete dust down. If your resurfacer is close to the original concrete, this should work. Just keep in mind that it won't bond well with paints, so this is more of a final solution unless you decide to grind down the old surface first. I used a roller instead of a sprayer and it went on just fine!
