How to Handle Asbestos Tile on Basement Floors?

I've got a house that's over 100 years old, and while I'm working on my basement renovation, I found asbestos tiles stuck to the concrete. The basement is finished, but there's been some flooding in the past, which I'm addressing by fixing the broken gutter spouts. As I'm tearing out the damaged framing and flooring, I'm wondering if I can just cover the asbestos tile with a subfloor. Is it okay to shim in places to make it level?

Before doing anything, it's important to test the tile for asbestos. If it's confirmed, you can cover it, but just remember that the removal process isn't that complicated if you choose to go that route later on.
