How to Handle Drilling in Soft Gravel Walls?

I'm living in an old apartment building in Munich, and I've been trying to drill some holes into the walls to hang things up. However, every time I attempt to drill, it feels like the walls are too soft—gravel starts crumbling out, making it impossible to get a stable hole. I've tried being cautious and not using too much force, but it's an ongoing issue. The building is quite old, originally built before WWII but rebuilt afterwards, which might explain the condition. I'm wondering if anyone has tips or tricks for dealing with this type of wall?

When you're drilling into crumbling walls, it’s often helpful to turn off the hammer action on your drill. I’ve had success using resin anchors to secure things because they provide a firm hold. Over here in the UK, older houses can be made of soft brick and lime mortar that just fall apart when drilled, so I can relate to your struggle!
