How to Locate the Right Spot for Drilling into Stucco-Covered Concrete Block?

I'm looking to hang some items in my garage, which has concrete blocks that are covered in stucco. I've heard that drilling into the webbing of the block provides the best hold, but I'm not sure how to find it—it's a bit different from finding a stud, right? While I'm not hanging anything too heavy, probably just a light load, I want to do it the right way for future projects too. I know where the columns are located (the fully grouted cells in the CMUs). Should I just drill into those? Is there likely to be rebar inside? I couldn't find any information on that in the building plans.

There should be rebar in the filled cells, but it’s unlikely you’ll hit it. Honestly, you might be overthinking this a bit! Just use expanding anchors where you know it’s solid and toggle bolts for the hollow spots.

I totally understand that I’m complicating things here! For this light load, I could just go with plastic anchors and screws. But for future projects, it seems worth it to learn more. I’ve had decent results with tapcons, although I know some people aren’t fans of them in block walls. Are expanding anchors really that bad for block, or just for the hollow sections?
