I used an old tube of silicone caulk on my countertop behind the sink, but after 24 hours, it's still wet and not curing. I'm planning to buy a new tube, but I need to know how to properly remove the silicone residue so that the new caulk will stick. Any tips?

How much caulk did you use for it to still be wet after 24 hours? Just curious!
Definitely scrape off as much old caulk as you can first! Also, be sure the surface is completely dry before applying the new caulk since silicone really doesn't like moisture when it's curing.
You might want to try Goo Gone; they have a specific caulk remover spray that can help. Also, if you scrape off as much as you can with a plastic putty knife, it will make the job easier. After scraping, wipe the leftover residue with rubbing alcohol or mineral spirits. Make sure you clean it well, or the new bead won't adhere properly.
