Is $4000 a Fair Price to Connect to Public Water?

I've got a private well at my house, but I'm thinking about connecting to the public water line that runs down my street. A plumber quoted me $4000, which doesn't include permit costs. This price covers excavation, restoration, new copper pipes, well abandonment, and pressure tests. My husband thinks we might be getting ripped off, but I think it's a reasonable offer. What do you all think?

Definitely get more quotes! We've had trouble with unresponsive contractors too, but having a few estimates can only help.
