Is Goat/Sheep Manure Safe for My Garden?

I have some goat and sheep manure, and I'm wondering how to determine if it's safe to use in my garden. They mainly eat hay and bagged feed, and I've heard scary stories about herbicides like Grazon lingering in the soil for years. The pasture has a lot of weeds, so I can't be sure if the herbicide is affecting them. Any advice on how to assess this?

I’m not sure what the difference is, but I was thinking of using it as a top dressing or mixing it into the soil.
