I was curious about the etiquette surrounding asking for plant cuttings. If I happen to walk by someone's place and see a gorgeous plant, would it be weird for me to approach them and ask for a cutting? I completely understand if you say no, and I'll respect your decision—I'm just wondering if this would come off as crossing a social boundary or not.

I would happily share cuttings! In fact, I would probably go on a little tangent about the plant and how to care for it, plus introduce you to my dogs! It's all part of the fun of plant sharing!
If you saw a plant you liked at my place, you'd get a cutting for sure—if it’s one that can grow from a cutting, or I might just give you the whole plant!
I personally don’t mind sharing cuttings with anyone who loves plants as much as I do! I have plenty to go around, and it's always nice to see someone excited about plants. Others might hold their plants closer, though, so it really varies.

I'm always ready to share if someone asks for a cutting. But if you were to grab one without permission, I might be a bit protective of my plants!
But why would you take a cutting from private property? Are you asking beforehand or just grabbing?

I don't see any issue with asking! Just make sure you ask politely and don’t sneak into someone’s garden to take a cutting. If they want to say no, that’s their call. As long as the plant is visible from the street, I think it’s fine to ask.
