Is My Neighbor’s Sump Pump Discharge Into the Street Illegal?

I've got this frustrating situation with my neighbor a couple of doors down. They've got a 1-inch pipe sticking out of the curb that pours water into the street, and since I'm at a lower elevation on a corner lot, my curbs are always soaked after it rains. It leaves behind this gross brown muck when it dries up, and I suspect it's their sump discharge. It's especially annoying because it's attracting weeds and my toddler keeps wanting to splash around in it. I'm in Pennsylvania—does anyone know if this is illegal?

Some places do have regulations about water discharge, but in general, you might find it tough to go after your neighbor legally because of something called the common enemy doctrine regarding runoff. Your best shot might just be to have a chat with him and see if he can change where the water is going.

I'd suggest calling your local regulatory authority to ask about this. They might need to do something about the drainage situation on your street. It could be worth a shot to see if it's a code violation.
