I accidentally cut the small HVAC wire outside, and after splicing it together, the unit runs fine. I really wrapped it up with electrical tape and used a wire nut as well. Is this safe enough for the unit to operate?

If you're talking about the thin, brown thermostat cable with four conductors, that’s low voltage, so you’re not really in danger. If it runs, you’re good! Just make sure it's not any line voltage, which is a different issue. But from your description, it sounds like you fixed it right.
Can you clarify how you spliced the wires? Just curious!
I stripped the wires, twisted them together, used electrical tape, put on a wire nut, and then wrapped it again with tape.
Your fix is decent, but it might be better to use a crimp connector with heat-shrink to keep it weatherproof. That way, you can be sure it won’t get damaged by moisture.
Do you think the tape will degrade in rainy weather?
It's definitely the small wire that signals the unit when to operate, not the main power line.
