Currently, there are no leaks or issues, but I'm installing a rain garden system through a state program that requires me to move my downspouts to the other side of my house. The contractor mentioned that my current gutters are so DIY that he's never seen anything like them before, though I'm not sure if that's true. The quote also states I can't reuse my existing gutter filter system, which I had installed just two years ago. Since I bought my house 3.5 years ago without noticing any major problems, I'm wondering if I'm being misled about the necessity of these changes or if the quote seems reasonable for the work that needs to be done.

I think I understand your situation better now. If your gutters are currently facing west and causing runoff issues, flipping them to the east side makes sense. However, I'm questioning why a new system is needed instead of modifying your existing gutters. It sounds like you're just trying to redirect them for your rain garden, so see if you can get a second opinion on whether the quote is really justified.
You could probably just reroute the downspouts without needing all new gutters. If there are no major problems with your current setup, that might save you some cash. It might be worth checking into if the whole replacement is necessary for what you're trying to do.
