The M12 Cut Off Tool is great for cutting smaller materials, but it can't entirely replace the M18 grinder. If you're planning on using grinding discs or need versatility, stick with the grinder.
I wouldn't say it's a substitute. I've had mine jam if I push it too hard on tougher materials. They're both useful in different ways, so having both is ideal!
