- Supply and erect a matching panel to cover the neighbor's block wall on the terrace level, which is about 1.4 meters high.

In the south, I paid about £10,000 + VAT for 75 meters of 4ft closeboard fencing with concrete posts and dual concrete gravel boards. So, your quote isn’t the worst I've seen! It sounds high, but fencing can vary a lot depending on location and materials.

I paid about £1,800 for around 6-8 meters in Kent. Based on that, your quote might be in the right ballpark since 28 meters is quite a lot of fencing. It just depends on who you find and what they're willing to charge.

I spent £3,200 (including VAT) on just over 10 meters of closeboard near Cambridge, and that involved removing the old fences too. Two guys worked for three full days on it. Your quote isn't completely out of line considering location, especially since the South East usually faces higher prices than other areas. Might want to keep looking though!
