Should I Build 1ft Walls for My Walkway in Upstate NY?

I'm considering adding 1-foot-high walls along my entrance walkway in upstate New York. Can someone share the pros and cons of this idea? Also, I'm looking for insight on costs; we've received an estimate of about $10,000 for building a 40 linear foot retaining wall that's 3 feet high. Is that reasonable?

Using a wall to hold back mulch sounds like a solid plan, but I'd suggest considering Belgian blocks instead. They might give you a better aesthetic while providing the same functionality. Plus, you avoid the hassle of worrying about ice and snow build-up, which can be a real nuisance with typical walls.
