I have a capped storm drain inlet in my backyard by the foundation. I'm really interested in using it, but I'm curious why it was capped by the previous owner. Should I reach out to a plumber or a gutter company for scoping it?

It sounds like that capped storm drain might actually be a perimeter drain clean-out. The previous owner probably capped it to keep debris from getting in. You definitely want to avoid running water through that since it could lead straight to your foundation and cause some serious issues.
I’d recommend looking for a service that can both scope and locate the drain. Some places rent the equipment if you’re interested in a DIY approach. Just keep in mind that it can get complicated, and enlisting someone with experience might be the easier route.
It really depends on where that drain goes. Many storm drains and downspouts used to be connected to the city sewer, which isn’t allowed anymore. It’s best to check that out first to avoid any legal troubles!
