I'm planning to move an existing electric outlet from ground level to counter height since we're installing custom cabinets. I also need to extend some wiring in my powder room to install an LED mirror and vanity lights, as right now there's just a wall switch and ceiling lights without any rough-in for vanity lights. Can someone with zero experience in electrical work handle this, or is it better to hire a pro? I noticed some DIY videos mention needing special tools like a drywall saw, an amp meter, and fishing line for the wires. Plus, I'm in Canada, so I want to make sure I'm following the safety code too.

I'd recommend just adding a new outlet above the existing one instead of trying to move the old one. It’s generally easier and safer. Just make sure to feed the new outlet from the current one.
If you don't have tools on hand, expect to spend about $70 and 1-3 hours on this, depending on what's behind your walls. You'll need a wire cutter, pliers, electrical tape, wire nuts, a junction box, and a cover plate. You might want to add the outlet above the existing one instead of moving it. Keep in mind that your work might take longer if you need to repair drywall, depending on how everything goes.
It's totally doable! I just did something similar. You can’t just extend wires since you need enough slack in the wall. Every splice needs to be in a box, so you might see blank face plates sometimes. If it's just a straight shot up, you might get away without needing a special fish tape. Also, you don't need an amp meter; just a non-contact voltage tester to ensure the circuit is safe to work on before starting.
That's good to know! I was worried about needing all the fancy equipment.
Thanks for the heads-up! I wasn’t factoring in the drywall repair time.
