Should I Replace Windows or Install a Heat Pump First?

I'm trying to decide whether to prioritize replacing my old windows or installing a heat pump. We live in a generally mild area, but summers are getting hotter. In winter, it usually drops to the 30s and 40s, while summer temps reach the 70s and 80s. Currently, we have single-pane aluminum windows, an old gas furnace for central heating, and a pellet stove downstairs along with a wood fireplace upstairs. The upstairs gets a lot of light but tends to warm up quite a bit compared to the cooler downstairs. I'm looking for the most cost-effective choice and want to get bids for both options. What do you all think I should focus on first?

For sure, replace those old aluminum windows! They really absorb heat and can be a huge expense in energy loss. You might find it's a good investment overall, even if the upfront cost is high. But just keep in mind that the actual savings on your bills won't be huge initially; comfort-wise, though, it's a win! Plus, adding a heat pump later can help regulate your energy use better in the long run, especially since you can even pair it with solar, which is totally worth considering for the future.
