I'm currently using about 8 Milwaukee 12V tools, but I'm struggling with just 2 small 1.5 Ah batteries. I recently built a shed and found the power and battery life lacking. Should I invest in a better M12 battery, or would it be smarter to switch to M18 tools altogether? If I stick with M12, which battery should I get?

You should definitely check out the M12 REDLITHIUM™ HIGH OUTPUT XC5.0 Battery Pack. They're a game changer. The 1.5 Ah batteries just don’t cut it for serious work. Going for 3 Ah or higher is really the way to go for anything more demanding, and you can often find good bundle deals for those high outputs right now.
I'd recommend getting at least a 5 Ah battery if you're already invested in the M12 platform. The 1.5 Ah batteries were pretty limited, and it's a good time to upgrade.
Honestly, any of the high output M12 batteries will give you a decent boost for your DIY projects. If your focus is on small jobs and you already have everything in M12, sticking with it makes sense. You'll notice a significant improvement in power when switching batteries, though M18 will still outperform it if you need more power for heavier tasks.
