Companies claiming to handle everything often just subcontract their work out, so you're better off going with specialized contractors. It might be a little extra work on your end, but you’ll probably get better results and avoid paying inflated prices.
For the pool re-lining, it's smart to get a specialist, and then consider hiring separate contractors for the fencing, landscaping, and any additional features. A general contractor could oversee everything to ensure tasks are scheduled properly and to prevent any conflicts between the different jobs. It will likely save you money in the end.
