Suggestions for Colorful Climbing Vines or Flowers for a Sunny Fence

I'm trying to brighten up a 30-foot fence in the San Francisco Bay Area. The spot gets 6 to 8 hours of full sun, and I can water it twice a week with a sprinkler. I want something colorful that will thrive with minimal care—no frequent pruning or fertilizing. I've heard that bougainvillea needs a lot of pruning, is that true? What other options can I consider for this sunny area?
