Suggestions for Privacy Plants Next to a Fence?

I'm looking to fill a space next to a 4ft fence for some extra privacy, and I'm hoping to find the perfect plants for the spot. The requirements are that they should handle partial shade, be able to grow well within 1.5m of a small tree, reach about 2m high relatively quickly, be frost hardy, and require minimal maintenance. Plus, I'd love for them to have some sort of flower. I've seen a lot of Buddleia lately and want to avoid that option. I considered salvia, but I'm not sure about their frost hardiness and performance in partial shade. What else do you suggest?

You might also think about climbing hydrangeas; they can create a beautiful privacy screen!

You might want to consider fuchsias! Some varieties can grow quite tall and quickly. I recently saw a gorgeous fuchsia hedge, and it was buzzing with bees, so it’s great for wildlife too!

How about adding a pyracantha? They're spiky but thrive in part shade, can reach between 2 to 4 meters, and are evergreen. Plus, the berries are pretty and attract wildlife! You’ll also find that small birds love hiding in their prickly branches for safety.

A variegated holly could be a good fit for you. It has minimal flowers but the leaves provide year-round color, and you might even get some berries. They're very adaptable to shade and competition from other trees—and you can control their height easily!

Honeysuckle could be a great choice here too. It's not just lovely but also supportive of local wildlife!
