I have a 7-year-old electric water heater that I've already replaced both the elements and thermostats on, but it's still not heating. Before I decide to replace the entire unit, I'm looking for any suggestions or advice that could help me figure this out.

Did you make sure to open a hot water faucet to let air out for a few minutes? If there’s air trapped in the tank, it can stop the heating elements from working properly. That might be the case if it wasn’t filled correctly. If you’ve filled it right and gotten rid of the air, it might be a power or wiring problem.
If you decide to replace the unit anyway, you might want to consider switching to a heat pump water heater (HPWH). They’re more efficient and can save you a ton on electricity costs—like 50 to 75%!
Yeah, just to confirm, it sounds like you’ve checked quite a bit. It's strange that both elements are showing 13 ohms, and you're still having issues. Just keep testing and look at the wiring too—it can sometimes get damaged or loose!

I did turn on the faucet, but I’m not sure it was for a full 3 minutes. I’ll double-check that. But I’m still getting those readings on the elements.
