I've noticed that whenever it rains, a steady stream of water pours out from a small hole in my foundation, located midway down the basement stairs. The hole is about the size of a dime, and interestingly, there isn't any water inside the basement when this happens. I'm wondering if this is a common issue with foundations or if I should be concerned. Additionally, how can I address this problem effectively?

It sounds like that hole could be a weep hole, which is actually a designed feature in some foundations. However, it would help to check a few things: are your gutters clogged? Is there water pooling around that spot outside your home? And are your gutters doing a good job of directing water away from the foundation? Those might all contribute to what you're seeing.
Just to clarify, it's not typical for a foundation to have a weep or drain hole like that. If that's the case, you should definitely look into patching it up, preferably with hydraulic cement. This will help prevent any future issues.
