I'm in Southeast Texas and I've just found that something has disturbed my freshly planted garlic cloves in both of my raised beds, while everything else remains untouched. Strangely, whatever it was didn't even eat the garlic. I don't think it was my German shepherd, so I'm curious about what might have done this.

You might want to consider wild turkeys! They can be quite the garden disruptors. I had a similar problem when I lived up north, and those birds were always getting into my plants.
It could be a few things! I wonder if curious birds might have taken an interest in your garlic. There’s also the possibility of the soil thawing and freezing, which can sometimes push plants up slightly. Also, it's worth considering that the roots themselves might be pushing their way up as they grow.
Honestly, I'm leaning towards squirrels. They can be pretty cheeky about digging around in gardens, and garlic must look interesting to them, even if they don't eat it.
