What Drill Bit Size Should I Use for My Motorcycle Rack Installation?

I'm in the process of installing a side case rack on my motorcycle, which is from a Spanish company. The installation instructions specify using a drill size of '016' but don't provide any units. What is that equivalent to in North American drill bit sizes? Would it be close to 5/8 inches? The SHAD website isn't providing any help for this conversion, so any insight would be appreciated!
