I found a white plastic tube, about 1 inch in diameter, sticking out of the mulch in my front yard. It doesn't wiggle much when I push it, and I'm hesitant to mess with it since I'm not sure what it is. Could this be a permanent marker for utility lines like gas, power, or water?
