What Should I Do About My Vinyl Siding Damage and Potential Rot?

I recently encountered some strong winds that reached over 75 mph, which caused a piece of my vinyl siding to break off along with some foam insulation. When I went to check it out, I discovered some black areas that look like they might be rot, but they don't feel squishy or anything. I also thought there was supposed to be a wrap under the siding. This is the first time I've noticed anything like this in the eight years since I bought the house. I'm hesitant to remove any siding unless it's absolutely necessary. Looks like you're dealing with old insulation board. It was pretty common back in the day but isn't often used anymore. You shouldn't need to worry about it!

How do you tell the difference between that and actual wood rot? The board under the foam definitely isn’t squishy or anything.
