It looks like insulation to me. If it's indeed insulation, you definitely want to keep it or consider replacing it when you put up new vinyl siding. Proper insulation helps with energy efficiency.
Is this insulation usually required or just an extra? My contractor says only the Tyvek wrap is a must.
