I'm looking for some advice on what to plant in my garden in central Iowa. I'm considering putting hostas in two small patches by the sidewalk and maybe planting rose bushes where some bushes currently are in the rocky areas. I'm open to other suggestions too, as I want to add more color and make the space look nicer.

Roses really don’t do well in rocky areas; they prefer cool, moist soil. If you’re set on the rock area, consider prairie plants instead, especially after they've established themselves in their first growing season. They're more resilient and can handle the heat better than roses.
You've got some great options for your area! Since you're in a region with loamy soil that's a bit clayey, you can choose from a lot of plants. Just let me know your light situation—is it full sun, part sun, or shady? Also, think about whether you want low-maintenance plants, those safe for pets/kids, or maybe something that attracts pollinators. Understanding these factors will help narrow down your choices!
It's full sun for over 6 hours. I'm okay with some light trimming once or twice a year.

I plan to use the rose bushes in the grass and mulch area instead. Any suggestions for colorful plants for the rocky spot?
