I recently had a landscaper check out my yard, which is currently just a blank slate. I had given him a budget of $10-15k, which I thought was reasonable for what I needed. However, after a month, he sent me a quote that's about three times what I expected—no mock-ups or designs, just a promise that it would look great. I'm not after the cheapest option; I believe in paying fair prices for good work. But this quote completely confused me, and I'm not sure how or if I should respond.

Have you considered asking him if he mixed up your budget with someone else's? Sometimes it helps to clarify where he’s coming from. It just seems very off to get such a high quote for a blank canvas without any visuals.
Just a heads up, $15k isn’t as much as you might think for a full landscape installation these days. If your project includes topsoil, leveling, sod, pathways, and plants, it can get pretty pricey fast. Just something to keep in mind!
It sounds like the landscaper might not be interested in taking you on as a client, to be honest. If he's quoting you so high without any designs or ideas laid out, it’s a bit of a red flag. Maybe he’s focused on bigger, more profitable projects now that the weather’s better? It’s kind of strange he took so long to get back to you too; I've been ghosted often in similar situations!
I was really nice during our meeting, so this has me puzzled. But I guess if he’s getting higher-paying jobs now, that could explain it. Just frustrating to get ghosted by people after being polite.
