Yeah, that looks like a ball valve without a handle. It's possible it was removed on purpose to prevent it from getting turned off accidentally when things are tossed under the sink. You can usually find replacement handles for around $15—just make sure to get a set with various sizes. No need to attach it permanently if you just keep it handy.
