I'm searching for a rock or material that can effectively stop any plant life from growing. Ideally, it would be something commonly available and just short of laying down a solid layer of concrete. Any ideas?

Using gravel or decomposed granite can work, but its effectiveness really depends on how deep you layer it. That’s been my experience here in the desert Southwest. A deeper layer generally helps more than the specific type of rock.
Honestly, nothing works 100% to kill all plants. Even with concrete, you might still see weeds popping up in the cracks. If you're serious about killing everything, I heard rock salt is an option. Just be aware it might wash away when it rains.

But wouldn’t rain just wash the salt away pretty quickly?
