You can buy potted perennials from garden centers or nurseries any time of year, even if they aren't flowering or fully leafed out. Just make sure they're labeled as hardy perennials, which means they're frost tolerant. If you're looking for bare root perennials, autumn or winter is the time to go, as those plants need to be dormant before being dug up and sold.
