I'm trying to figure out when the ideal time to plant potatoes is, considering my average last frost date falls between April 1 and April 21. Any advice on how early I can go?

The rule of thumb is to plant them about 2 to 4 weeks before the last expected frost date. So, looking at your area's frost timeline, I guess March 4 would be the earliest, and you’ve got April 1 as the latest.
