What’s the best tool for drilling through a 14mm steel bolt: a hammer or a driver?

I'm trying to figure out whether I should go with a hammer drill or a driver for drilling through a 14mm steel bolt. I was originally set on getting a 2904-20 drill, but I'm starting to wonder if it's too much power for this job. Any thoughts?

I think the 2904-20 would actually be a great choice! It's powerful enough to handle the steel bolt easily. Just keep in mind that the hammer function is usually only necessary for masonry bits, not for metal. With the right drill bit, the driver mode should work just fine too.
