I'm looking for recommendations on windows that cost around $500. I'm pretty handy and can install them myself, but I'm unsure which ones to choose. Ideally, I want vinyl windows with steel reinforced frames, foam insulation, and that are efficient and durable enough to withstand the Texas heat without fogging up over time.

Definitely check out the Anderson 200 series! They seem to be popular among many customers for their excellent value. They're energy efficient, easy to install, and cleaning them is a breeze. Plus, there are tons of standard sizes available, and replacement parts are inexpensive and easy to find.
If you're open to a little DIY, Low-e storm windows over your existing ones might be a great fit. They’re typically under $500, won’t fog up since they’re single-pane, and might actually provide better insulation than some replacement options. You can install them super quickly, often in about 15 minutes each—no ladder needed!
I've used SoftLite windows and really liked them! They have the features you're looking for, and I got them for about $350 each during the pandemic. Just be careful with your distributor, as there were some minor factory issues with my order, but the installation went smoothly overall.
