I'd recommend scoring the rebar as deep as you can with an angle grinder and then using a sledgehammer to break it. After that, you can smooth it out with the grinder for a clean finish.
If you're on the hunt for something more manual, you could try using a large angle grinder or a circular saw with a diamond blade. Just be prepared for quite a bit of dust!
