What’s the Best Way to Get Rid of a Persistent Tree Stump?

I've got a tree stump that's been sprouting back up and I really need a reliable method to get rid of it for good. I live in the Southeastern US and I want to know what I can put on it to ensure it won't come back. Any suggestions?

You could drill a hole in the center of the stump and fill it with calcium nitrate or potassium nitrate. That should help kill off the stump more effectively.
