I'm dealing with a garden bed in front of my house that has accumulated a lot of mulch over the years, which the previous owners dumped in. It sits really close to the brick of my home, covering the foundation. I'm looking for advice on how to dig out some of this mulch and create a proper grade that slopes away from my house. The issue is that my walkway takes up about half the space at the front, making it tricky to achieve a good slope. Any suggestions?

Honestly, I can't stand mulch either. I suggest digging it all out and maybe bringing in some gravel or soil to create the right slope. After that, cover it with plastic and some bulk rock—it's a solid long-term solution.
I understand your concerns! I once had water intrusion in my basement too, especially in that corner. I would start by addressing the areas where you've seen water come in and work outward from there.
Just make sure your gutters are clean and that your downspouts extend away from the house. As for grading, if the walkway is positioned well and the downspout isn't dumping into that space, you should be alright.
