I have some exposed wires from my irrigation system that run from the controller in my garage to a plastic covering underground. I'm not convinced the plastic is doing a good job protecting them. What are the best options for safeguarding these wires, especially from the exposed parts near the house? I also plan to replace the conduit leading from the garage to ensure better protection.

You should consider using split conduit! It's a sturdy plastic tube that's cut lengthwise so you can easily slip it over your existing wiring. You can find it at auto parts stores for making wire harnesses, or at most hardware and big box stores. It's pretty affordable too, usually under a dollar per foot. Definitely worth checking out!
