I'm trying to clarify who takes on the responsibility for liability insurance when hiring a general contractor. If the general contractor (GC) subcontracts work to others, does this affect insurance coverage?

When you hire a general contractor, it's generally their responsibility to have liability insurance. It doesn't matter if they hire subcontractors; their insurance should cover all workers on the job, regardless of whether the subs have their own insurance or not. It's their call on how they manage their team.
