I recently bought a new garden hose and after attaching it, I noticed it's leaking quite badly. I made sure to seat the rubber ring properly and even applied tape on the spigot threads, but that didn't help at all. It seems like the threads on the spigot and the hose attachment don't match up - is this normal?

Just to clarify, if the spigot has 5/8" threads and the hose is 3/4", that's a compatibility issue right there. You won't get a proper seal, and it'll leak no matter what you do. Consider getting an adapter that allows you to connect the two different sizes properly.
It sounds like you're dealing with a mismatch in thread sizes between your hose and spigot. First, you generally shouldn't use tape on the threads; it can sometimes cause leaks instead of fixing them. Instead, check that your spigot's surface where the washer sits is smooth and clear from any debris or buildup. You should ideally be able to screw the hose on securely. If it only turns a couple of times, that's definitely a problem.
