I've noticed a weird issue with my water meter—it's spinning in both directions, even when I've shut off all hot and cold water in the house. We've been out for two months and received two outrageous water bills. We fixed a leaking toilet and checked all others, but the meter keeps moving. The only time it stops is when I shut off the main line. I've had two plumbers look at it and they can't find any leaks, but the plumbing is all exposed. Any insights on why this might be happening?

Got any kind of pressure meter? You could attach it to your hose bib or washer outlet. With the main shut off, it should hold pressure; any drop means there’s a leak. If everything holds steady, try turning off the meter and recheck.
It sounds like a tricky situation! Have you reached out to your water utility to investigate the meter? They could swap it out if it’s malfunctioning. Also, it’s strange if the meter is showing such odd behavior while all your plumbing is exposed and dry.
I'm betting there's a leak somewhere in your water main, likely between the meter and your house. Have you checked for any buried lines or areas where the grass looks different? Sometimes those underground leaks can be really sneaky.
No hydrants around here. The meter and the main are right next to each other, and everything visible appears fine.

Yeah, it was replaced recently, just in March. I have the new Neptune model that uploads usage automatically.
