Why is one pepper plant growing but not flowering?

One of my pepper plants is getting bigger but has no flowers, while nearby peppers are flowering and setting fruit. They were started and cared for similarly. Is there anything I should change, or should I wait?

If the plant looks healthy, waiting is a reasonable first move. Peppers can mature at different speeds, even when they start together and grow under similar conditions. A larger plant does not necessarily mean it will flower first.

So I wouldn’t treat the lack of flowers by itself as a sign that something is wrong.

Check the conditions before adding more fertilizer. Too much nitrogen is one possible reason for lots of leafy growth with few flowers, but the other plants getting the same feed makes it hard to pin this on fertilizer alone. Avoid increasing the feeding for now and see whether it begins budding.

Temperature could be part of the picture too. The conditions described, with nights in the 60s and days around 80, do not point to one obvious explanation, and a forecast hot spell is not a guaranteed flowering fix. Keep an eye on the plant rather than making a big change all at once.
