Why Is There Sand Under My Mulch Bed?

Hi everyone! My partner and I just bought our first home a month ago. We were given some plants and wanted to start planting them in the mulch bed out front. However, we dug down and found only a few inches of mulch, about an inch of soil, and then it was just sand for at least a foot deep! I'm curious about why someone would set it up this way. Is it just a cost-saving measure, or is there another reason? I know sand isn't great for planting, so should we just dig out some sand where we want to plant and replace it with soil and mulch? We checked multiple spots and it's all the same, even where some hostas are already growing. Any insights would be appreciated!

It could be that what you’ve got is actually the native soil depending on your location. Sometimes people use sand for better drainage too. Do you happen to have a French drain or maybe a dry well in your yard? That could be a reason for the sandy underlayer!

I think we might have a dry well of some kind! We are in MA.
